I Don't think this would be a good idea, making new bins will be a lot of pollution. More garbage.
We could pay a fee with the taxes every year maybe, or have some kind on technology where the bins can be access only by a card and then get charge for the amount of waste.

While it may sound like a good idea, I fear it will result in some people filling their neighbour's bin instead of their own. A lot of that is already happening around the city

I see this costing us more! First, there will be costs associated with creating the different sizes of bins and ensuring they are compatible with the existing trucks. Then, there's the potential for abuse - people using the blue and green bins for their trash, causing us to spend more to sort. There's also the potential for other kinds of abuse - like neighbors who opt for the smallest bins so they throw out their trash in their neighbor's larger bins. I honestly don't think the difference in fees will make such a big difference overall once you factor these things in.

I see a fewe pit falls. Tracking will be more difficult than the public could imagine with changes in bin size or home ownership changes. The city would also have to store all three sizes of bins, which is not free. I hope the different sized bins could be picked up with the same truck (can one truck pick up three sizes of bins).
Also some may choose a smaller bin and then stuff their garbage in other people's bins or in alleys.
Some easier changes could be pick up changes. We do not need weekly pick up of compost in winter or we could get weekly pick ups of black bins in May or June when people do spring cleaning.
I also agree with other comments of getting tired of being nickel and dimed at every step.

Different cart sizes would be great, obviously more for bigger carts. But the cost to track garbage weight/size/whatever-metric is used will cost money. And lots of it. Also, it really really feels lile this city nickel and dimes its residents while council gets italian marble barthrooms. By all accounts the city has a strong financial backbone and is more than willing to piss it away on stupid things (I would br happy to make a personalized list but I think we can all picture a few stupid things council has approved lately). Heres an idea. Try helping the regular folk in the city. Instead, we get higher taxes, crappier services, over spending on council, etc etc etc (i guess i just made a list, oops). Instead of people running the city we have a human centipede going on down there. Oof.

I am a single woman living in a house. I only put out trash when my bin is full. Often it is 4-6 weeks before I filled my black and blue bins. I have never filled more than 1/10 of the compost bin but still need to put it out cause it stinks! So why should I be paying the same as a family of 4 or more? Size choices would be a great idea, especially for those compost bins. Even the inside small bin is too big for me. A lot of busy people don't eat veggies or cook. I know it's not good for me but 75 percent of what I eat is bought premade so I never have anything to be composted. And my grass clippings are used in the flower beds. I do have a enough to fill a bin, once a year when I rake leaves. I believe there are lots of people for whom it would be most practical to have a pay per use compost plan.

Going further with this idea, I would prefer to pay per collection for all services: waste, recycling and composting. For example, if I only put my carts out for collection once per month, I would like to be charged for 1 collection per month. If I put my carts out for collection twice per month, I would like to be charged for 2 collections per month, etc.
If the city could set a price per collection, I think that people would only put their carts out when they were full, and not just leave their carts to be picked up even when empty or partially full.
Otherwise, I agree that people will abuse this system by paying a lower cost for a smaller waste cart, and use the other carts for excess garbage.
