I think its Kevin. Since hes been treating Carly in the mental hospital he has the crazy eye look. Also going back to when Faison died he recieved his brain (for testing) that crazy eye was beginning and they started to bring up his twin around the time he started treating Franco. And having Jason fired was suspicious. Although kudos for his reasoning
