I recall a stunning model for a new city put forth by Stephen Juba (c.1970-1) which included the present Disraeli, the present Nairn overpass and a twin two lane bridge in the Louise's present location. However, more importantly, the routing was adjusted to make the flow of traffic more efficient; connecting 4 lane Higgins via the abandoned CP spur line right of way to Gateway and Raliegh.
As a boy growing up in EK, I often walked the CP line (Northeast Pioneers Greenway trail) into the downtown as it was the most direct route. I wondered why we had so much waste space and redundancy. I often mused over Juba's model and saw this route as part of it then as a "super-highway" (a kid's vision) to the city complete with a transit line that would reach all the way to Lockport.
Given the reality of the growing suburbanization in East St. Paul, St. Clements and Springfield, our city will need to consider that growth in traffic flow, not the present myopic infrastructure assessments and current Disraeli plans, this should be given consideration.
I believe our city growth is affected by the quality (relevance) of our infrastructure to community and business needs. Peter Lougheed (AB Prem) got it, invested in infrastructure and helped secure Alberta's future by building for the future grown he expected.
A plant stuck in a small pot will always be a small pot and not fully reflect the glory it should come into. Its not "Build it and they will come" so much as it is build it so we can flourish.

I'm glad to see that Louise Bridge is also being looked at for renewal. Our city planners should be looking ahead more than just twenty years when it comes to traffic planning.
