I think R.E.M. is the better band. U2 has some great songs, but when they do come out with a really good one, it only serves to point out how many of their other songs are mediocre. For example - I adore their new single "Magnificent" but the first single off their new album was the laughable "Get On Your Boots." "Magnificent" is good in great part because it sounds like something from 1984, when U2 was fresh and innovative. R.E.M. continues to innovate with each and every project, and they are not afraid to take risks. Lyrically there is simply no comparison - R.E. M. lyrics can stand alone like poetry. Not too many U2 songs have that quality.
I will say that this is sort of an apples & oranges comparison, though - the two bands are so different in style. The only things they have in common is that they are rock bands with longevity and charismatic lead singers. The deal-breaker using that yardstick is Michael Stipe's voice - It is a beautiful instrument that can impart any shade of emotion he chooses, from raw and rough to sublimely tender. Bono sounds like, well, Bono. All the time.
