How well would you manage to carry on your normal activities if you were unable to drive your car for a month?
Five stars - I might have to call a cab or a friend sometimes, but I can walk to most of the things I need. And a transit line is nearby.
Four stars. A couple of important activities - like groceries, work or the bank - would become very inconvenient, but I could manage fairly well.
Three stars. It would be a real annoyance. Much of what I need regularly is not within walking distance, and transit is either too far away or too slow.
Two stars. A serious problem. How am I going to get food, go to work, or run errands? I will probably have to rent a car.
One star. If my car is out of commission for even two days, it's a crisis. I am standed without it.
