If you fail the DMV test and then take it again and pass you are allowed to drive. You only need to pass the test once, and you can drive for the rest of your life. Bus drivers only need to get their CDL once and then they can drive passengers for ever.
Pilots must pass multiple tests throughout their careeer, so having failed tests early on does not necassarily indicate that this person will have a crash later inthe career.
