prohibit even single utterences of indecent speech (i.e., sanction stations for "fleeting expletives."

go back to the way it was before the "fleeting expletive" and only sanction "willful and repeated" indecent speach.

be scrapped entirely because it's a violation of 1st Amendment right to freee sheech.
