He is watching on behalf of Danzo since Naruto won't give out any intel on Sasuke.
He's watching both for Danzo and out of concern for Naruto's safety.
It is another example of Sai being amazed at how far Naruto will go for Sasuke.
Sai just likes blood and gore.
