If a government does not perform then the integrity of the other factors mentioned become much more important. Transparency is good, if called upon to be so. However, communication of the limitations and context of information is almost more important....since information provided through transparency, if viewed out of context, could be a huge negative. The reason that political slandering is so effective. Good information presented in a negative light can be more damaging than no information at all.
