WHY is this a Federally funded program?? It is to the states benefit to gather the information, so why is the funding not left mostly to the individual states? Yes they may pad the numbers? BUT we leave open the possibility of a federal 'audit' of their count to try and keep the count as accurate as possible... Makes sense to me, this is a ridiculous waste of money either way, but I believe the states would be better stewards of their monies thna the fed.
