Beyond the extreme examples of when anyone thought best what populations should continue and what ones shouldn't (Nazis and China's management of genders are most frequently referenced but the U.S. government also ran little known, smaller scale sterilization programs in the past century...), there is a fundamental line that I am frankly amazed and disappointed to find this poll currently split 50/50 on this question...history is littered with examples of great men and women that emerged from dark or extremely disadvantaged circumstances. One could argue that many of them - their greatness, the thoughts and actions they were led to that changed the course of history - brought us their contributions in part BECAUSE of the difficult existence (struggle) they endured. To enact laws to prevent any box of individuals from procreating is to declare that entire box of people of little to no use to the future of mankind. To put another way, name a box, any box you can come up with for a group of people...and there are the best of that box that all our lives are better for them having walked the earth.

That's all great and wonderful, but how if you put in place laws to prohibit "certain individuals" from becoming parents:
1. What would be grounds for doing so?
2. How would this be enforced? surgical or chemical sterilisation?
3. How would this impinge upon their human rights?
(And I haven't voted as this poll is too simplistic for a such a complex topic with far reaching consequences)
