Schools should definitely test a teacher's technology proficiency before hiring. So much of the day-to-day management of a school depends on emails, gradebooks, shared calendars and other electronic means of sharing information that new hires have to be ready and able to jump in effectively.

With technology skilled teachers, educational technologists are then available to help teachers and students to apply technology to higher-order questions, skills and activities.

Testing teacher tech proficiency is like testing their penmanship in order to learn if they can write in a cogent way.
