Yes, he will probably feature quite heavily in the remaining episodes to follow and will likely eventually capture Utakata himself.
Nah, he's just passing through on his way to Konoha. His goal was Naruto, after all, so Utakata is of now interest to him right now.
Perhaps, but I don't think he will have a prominent role. This scene simply forshadows his role of capturing Utakata, but he will otherwise remain mostly hidden for this arc.
