Why do Arab leaders prefer getting treatment in Western hospitals?

The hospitals in the countries they rule are a public health hazard

They want to motivate their own medical sector to reach higher standards by hinting that they're still not good enough

They don't know it themselves and they don't really care either way

Even in sickness, they strive to forge diplomatic ties with other countries

They have a penchant for exotic-looking nurses in uniforms

They take it as an excuse to spy on foreign hospitals in order to get ideas on how the hospitals in their countries might be improved

They do not like to worry their adoring peoples and opt for discretion

They can afford it and, hell, why not?!

They feel it is a good opportunity to proclaim loud and strong that science knows no frontiers

They suspect the doctors in their countries might attempt to (surgically) overthrow them
