Should the House pass a health care bill without actually voting on the bill?

    The Post Editorial byTim Burke and Randy Schultz on Page 14A March 17 is very surprising. It appears to be a vindication of the policy, "The means justifies the end." This is not good policy. The use of such procedure is directly contrary to the provisions of the US Constitution which require both houses to pass a bill with identical language. How a test case will get to the US Supreme Court remains to be seen because the Courts do not generally rule on rules of legislative bodies. But if this procedure is utilized a court test should be expected. I am dissapoited with the Post's position on the use of this procedure. A simple endorsement of the bill, if that is the Post's position should suffice.
