I agree with a major part of the blog except the part where differences within the government have been cited as lows.The discerning voices according to me are not deterrent to the government's normal working.
secondly,although Mamata Bannerjee devotes most of her time to Bengal but you cannot deny that railways has indeed improved over the last year.services are more customer friendly,many new schemes have been introduced(like the single ladies travelling quota or the ladies special trains,duranto etc). The flip side is that she restricts most of her flagship projects to Bengal which makes her unacceptable to the rest of the nation. I would rate her a average minister and not rule her out as you did(in fact her budget was the most entertaining show one has ever seen on TV :P )
Also i credit the government with a firmness of opinion on foreign policies.Be it about engagement with pakistan or the deals with USA,government is clear about what it wants to do!
Mr Pranab Mukherjee has also done a good job.At least India has not been a victim of the recession like US or UK. Moreover he is taking measures to control food prices and i feel that cannot be done overnight.And he has my full support for the re imposition of the tax on fuel prices(it was not a hike just bringing back an old tax....why cant the state governments reduce taxes on fuels? why the onus on centre only?)
And although i know you would not agree with me here but i feel Jairam Ramesh is also a good minister.At least he knows what his job is,environment is a tricky issue and he knows his science well.
That is why over all i rated the UPA 2 6.5/10 and since 0.5 opytion wasnt available i rated it 6.
