Time to invoke the 12 year employment contract. Any bureaucrat funded with taxed payer dollars shall be terminated after 12 years employment. The person filling that job would be required to leave 'public service' for two years. This process would allow for evaluation and a needs assessment of the slot to see if it effective and efficient.
After searching and finding a gob in the private sector for two years, they could re-apply for another position at an entry pay grade.
The business economy flushes about every eight years, and government should be not different.
Time to teach that capital is not created by bureaucrats, only shifted from the working / business/ free market class by force.
