It was part of the Incident, had Radzinsky not drilled into the pocket of energy the bomb would not have been necessary. The Losties thought it would reset things, but they were wrong--it always happened the way it happened. Once the drill hit the pocket, the electromagnetism went crazy. If left alone the world may very well have ended that day, but because Jughead was detonated, it negated the energy from the pocket for a short period of time allowing for Dharma to complete construction of the Swan hatch. When the energy returned to full power, there was now a button to release that energy before it got out of hand again. I don't believe any one part of it can be considered the Incident, but rather all aspects of it together make the Incident. Drilling into the pocket, the resulting electro-magnetism, and detonating the bomb is all summed up by the words: the Incident.
