Who's talking about a rear-facing camera? I want a webcam on my iPad for Skype calls; rear-facing camera makes no sense! Please be clear what you're asking when you put up these polls!
Of more use to me than a camera on the ipad would be tools to key me slurp photos, video, and audio I've made on my iPhone. With the upcoming iPhone 4 I think this is even more useful as quality of the media should increase somewhat. The ipad is a far better in-field editor of media than the iPhone.
iPad is modern mobile device. Camera is standard across the field of modern mobile devices: cheaper, pricier, smaller, larger, more specialized, less specialized,... For that reason alone iPad needs it. Main usage scenario as EverydayiPad comment points is indeed "Skype-like" and I'd want it for that particular purpose. But for more than decade we have multi-directional miniature cameras on various electronic devices and they are trivial to design. So direction of the camera should be mute point.
Most importantly, camera adds to what user can do with the device without any additional dongles, adapters,.. and is cheap. V2 will be forced to have it by the flood of (Android?) competition, all of which will not be based on the premise "we know better what you need on your device" and hence will come with cameras.
