What is the Yondaime's legacy that Jiraiya was referring to?
I think it was the Will of Fire passed on through each generation.
It was the summoning contract for the toads. After all, the Yondaime was Naruto's father and the contract has been passed from teacher to student since Jiraiya.

The Yondaime's legacy is Naruto, of course. Because Naruto carries all the hopes and dreams of his father and he is the last legacy the Yondaime left behind. ^ ^
