Should New Orleans dog owners be required to spay or neuter their pets according to the new ordinance?

    Time, effort and money spent trying to inforce this lame law could be better spent drug testing "welfare rats".

    Good intent, and a solution is needed, but responsible dog owners already follow the practices, and for those with problem animals, it will be time-consuming, easily evaded, and impossible to enforce. Picture ID's, issued yearly, and attached to collars will be the only answer, especially on the rare occasion when an otherwise well supervised dog escapes due to a third party's carelessness with a gate. Another expense, a ridiculous prospect, and far from foolproof ( or "chew-proof" ).
