I believe the ball and More importantly, Johnson's club were outside the line of where the bunker wall used to be. On television it looked like the bunker edge had been trampled and his ball was actually laying in an area where sand had been "washed out" of the actual trap. This should have been incidental sand, no different than landing in splash out sand on a green.
