I don't think we can or should force anything. I would simply decline the building permit based on inappropriate zoning. Just like one might not permit a topless bar in a childcare center. Build somewhere else, or don't.
But in any event, is this a mosque or is it a community center with a prayer room? Or does it matter because only perception counts? How about approving the community center if they also include a synagogue and a Christian chapel as well?
