I would've voted both yes and no, but obviously that wasn't doable. It is, granted, an absurdly beautiful bike, and I do think you could call it a work of art; the $3800 is reasonable in that sense.
However, I would never ever pay that much for a bike that I'd actually ride regularly. You don't see many people driving gorgeous old-style '57 cars to work all the time now, do you? (well, outside of Cuba, anyway)
It'd make sense if you were to get one as a display piece in your home perhaps? But i'd agree with Alex, definitely not for regularly riding!
