Although a lot of passes were given out across the whole of California it means you don't see that many in any one place. So its not hybrids that are bunging up the car lanes. I live in LA and I rarely see the car lanes too full. So I don't see the need to reduce the traffic in them.

Keep encouraging ever greater fuel economy. Normal attrition from age and wear will take care of the older cars.
