"Tackle Assist" is the term that's being as a verbal shortcut to describe this situation.
"Tackle - Law 15.6 (c) Players remaining on feet must play the ball from behind the tackled player"
B#4 is 1 of the players holding the ball carrier, G#3, when he goes to ground (Ball Carrier held & brought to ground = tackle).
B#4 does not go to ground & therefore is an "Other Player" by Law Definition. B#4 must release the ball & G#3, get his hands & body out of the tackle zone & come back through the gate to play the ball.
iRB training clips from the May Tier 1 meeting, which were also used for training of teams and refs at the World Cup, are posted at:

If, from the referee's perspective, it appeared that B#4 had "gone to ground" by touching his knee down, albeit briefly, thereby meeting the definition of a "Tackler", then B#4 is still required to release man & ball before going back in to play the ball.

OK, we have a problem if almost 1 in 4 of us think that blue 4 is legal in his actions. Maybe some online training is needed?
