  My suggestion would be to get all the prisoners to ride stationary bikes for 6 hours per day and then apply the kinteic enregy back into the grid. This would ensure the prisoners pay for their living costs, the legal costs of our justice system and repay society for their sins. Hell we could even make a profit from criminals and potential start developing some talented cyclists - what out Burry ....you may be up for some heavy competition.
