Are congressional earmarks necessary or wasteful?

Necessary -- Every congressional district has benefited from the good projects that come from earmark legislation.

Not Sure -- I've heard about some silly projects that waste taxpayer money, but I've also heard about some worthy projects.

Wasteful -- Some of the projects are just outrageous. Ban earmarks and you ban frivolous, wasteful spending.

Nearly all earmarks are wasteful and the practice should be banned. That being said, there does have to be a fast, easy way to get the odd NECESSARY emergency bill through. The practice of attachment to other bills of a completely differing subject is the culprit. When a bill is brought up, it needs to be as simple and concise as possible so all understand exactly what is being voted on, including the public.
