What should my next running goal be?

That's actually what I was thinking of my 15 miles/week goal as. 15mi is about what I've been doing since June, though I increased quite a bit while training for my 10k. Do you think 15mi a week is too much?

I think for the winter you should just take it easy. Now is the Off Season for racers, and you should be participating in that as well. Don't increase speed *or* distance right now. Now is the time to just keep the base.

A Spring half marathon is a great goal. If you were to do Pittsburgh's half (in May) training would start in late February. That gives you several months to just keep running and start doing training to increase distance then.

Also re: speed increases - as a part of your intervals, they should have a consistent pacing. So if the fast parts vary more than 0:15 then you're either starting out too quick or too slow. Generally you want them all to be within 0:05 of each other. If you *must* have a focus for the winter (and I really would strongly suggest against having any goals other than to just keep running) then make your focus at setting an interval pace that you can do for every single repeat and having each one within 5 seconds of each other.
