I chose 'depends'. I think they need to be obvious to letterboxers/geocachers that they are a fake electric box (e.g. labelled so that muggles don't suspect, but boxers no what it means - perhaps an LBNA or AQ mark somewhere on the box). Fooling with real boxes could lead to serious injury or death. It could also lead to damage to real boxes - people unscrewing plates or forcefully pulling off boxes that they assume is a letterbox or cache. I think a parent needs to tell a child that although they are opening a letterbox conduit that it's not OK to open them without a parent supervising.
