One of the best ways to support Bristol's underground music scene is to not treat it's promoters as criminals. They need a way to publicise their events in the real world (e.g. not websites) that doesn't risk them getting fined for putting up posters. Designated, regulated poster spots would help the music scene and keep the city tidier, we should look to places like Barcelona who do this very well. Barcelona would also be a more suitable musical twin, along with San Fran suggested above...

With regards to cultural/music twinning...for me, Bristol has more in common with San Francisco than Tokyo....eco-conscious citizens, arty, left-leaning, laid-back vibe....hilly, has a suspension bridge...San Francisco is our perfect twin city!
