Absolutely! Stealing is stealing.

Depends on the amount. If it's just a bite here and there, no.

The longer they make me wait in line, the more I eat.

You present two different scenarios:

Noshing at the pay per pound bar IS stealing becasue you never pay for the few ounces of every mouthful you took. Legally its considered shoplifting.

Opening a bag of chips and having a few, or sipping a bottle of water while you wait in line is NOT, as long as you pay for the entire item when you check out.
