    TJ because he knew how to deal with many different characters, good or bad. Sort of like that one super cop that knows how to get information out of the usual suspects. But TJ also was able to get his friends to overcome the many obstacles that came to them from different sides. This was without any help from the teaching staff, and it was all under the oppressive rule of King Bob!

    Tommy Oliver (White Ranger) was easily the best leader. IMO Power Rangers really took off once he became white ranger. I remember being so excited when he removed the helmet and I saw it was him. Epic moment. He kicked major ass in the series, and then went on to lead Zeo and part of Turbo too. Rugrats was cool too, but Tommy was always the one causing the shit that he had to get them out of, so it cancels itself out. And Recess was decent, but can't hold a candle to Power Rangers, or any other series on this list for that matter. Recess was a cartoon you watched to pass the time until the other good shows came on later.

    Tommy Pickles of course. I mean he is a baby who went on these awesome adventures with his friends. He helped Chuckie with all his fears, and even though Angelica was a snotty brat, Tommy still believed in her. I love Tommy !

    I've got to disagree with all of you- clearly Ash Ketchum grew into the role of being one of, if not the best 90s leader.

    We were able to witness his journey with all its trials and setbacks right from the start, as a kid just setting off with little or no understanding of the world he was entering; to the mature pokemon master he becomes.

    He not only was able to keep his team together (namely of Misty and Brock with various others along the way), but faced some of the biggest challenges imaginable, not least of which from Team Rocket! Just think, escaping from daycare with a bunch of other toddlers or avoiding receiving a detention from Ms Finster is one thing, but his kid was able to almost singlehandedly take on and twart the evil plans of an international terrorist organisation, he's gotta deserve credit for that! Countless pokemon virtually owe their life to his efforts.

    This was while focusing on the training of his pokemon in order to able to take on some of the toughest trainers in the world, and win!

    Clearly Arnold. He had to deal with having the most rediculous group of kids who all came to him with their crazy problems.

    If he can guide characters like monkey-man, stoop-kid, and pidgin man, he can lead anybody.

    AND HE DID IT ALL WITH DEAD PARENTS, A SENILE GRANDMA, AND WHILE LIVING IN A BOARDING HOUSE!!

    At no point were there major internal conflicts or personal strifes within the Rugrats group. Tommy had the babies' full support, worked very much as a team, and was willing to take one for the team. Someone said he didn't have to deal with Ms. Finster, but he had whatever the equivalent to her is for a baby. Tommy escaped from day care and formulated a complex plan with complete strangers to do so. Zack Morris had more talent, and was a great manipulator, but at no point had complete support and cooperation of his cohorts.

    Zach Morris may have been the man, major snaps for his manipulation prowess, but TJ takes this one for sure. TJ Detweiler was able to bring different groups of people together, under his reign the playground flourished. Detweiler for President!

    I chose Arnold because he, making his home in NYC, has command of people of all ethnicities and different backgrounds. Plus, he's veritably "cured" at least three people with mental disablities (and caused on to fly way strapped to pigeons).

    TJ, Gus, Vince, Gretchen, Spinelli (ashley), Mikey. also, while Zack could "freeze time" or manipulate people, and was really cool, that doesn't make him a leader. The things TJ did was legendary.

    Okay 3 things.... First Tommy creates the mess to get everyone out of. He sets it up so he comes out a winner. Fucker. Second I dare anyone reading this to name 3 characters from recess other then tj. Their actual names not the fatass, the dyke, or the black kid. And third zack Morris could make anyone do anything, he literally prostituted the girls in his school an they apologized. Zack wins always!

    Definitely Zack. Not only did he always get out of bad situations with charm and charisma, but he was creative and helped his friends AND his enemies throughout the show's entire run.
    I cannot think of any 90's character who was more awesome than Zack Morris and not just because SBTB is my favorite show of all time :-)

    TJ had to organize such a huge array of people thats why he was the best leader and he had to deal with things bigger than a whiny Ginger named Chuckie.

    Zack Morris is cool but he always f'd something up.

    Who were the other leaders that people voted on? I'm curious to know.

    Zack Morris by a landslide.

    He manipulated EVERYBODY - including his principal and the adults around him. Plus he could literally freeze the universe around him by calling "Time-Out." Zack Morris was a God.

    It was obviously T.J.

    Tommy never did anythign spectacular that he meant to do. Most everything he broke or fixed was by accident or rationalized into that they did it.

    T.J. set up his own plans and carried them out with his own crew, and even faced 'The Box'. Also, Tommy never had a Ms. Finster to deal with.

    T.J. wins.

    Why is Tommy winning? Before he would save the day, he first would get everybody not a bad situation. Don't get me wrong, I love the Rugrats, but really?
