Its on the parents to give their Children the tools to deal with bullies. Bullies don't go away as you grow up. They become your asshole bosses, the cop giving you a speeding ticket or the Strata Council President who wants to fine you because of your choice in curtains.
Teaching kids how to handle bullies will serve them well when they get to high-school, college and when they move into a career. That's why my kids are all in Martial Arts and they we each receive a Samurai Sword when they turn 13.

That father was overprotective if you ask me. Dealing with bullies builds character. That child is gonna expect daddy to come to the rescue well into adulthood after this, or want to sue every time she gets offended.
