What in the h____ does the city think they are doing. I if these people are found guilty, then everyone should do the same and turn their front lawns into gardens. Her front lawn looks clean/green. and yummy.. This is ridiculous!!! Some at the city doesn't have much to do. They are saving money and feeding their family. And this probably cheaper than trying to replant a complete lawn with flowers!!
