Does the Ohio Division of Wildlife do enough to maximize the potential of our bass fisheries?

I really don't think stocking would help improve bass fishing in many lakes. The missing year classes you alluded to could be improved through more cooperation from the army corp of engineers controlling water flow. HOWEVER, a bad reproductive year is totally natural and healthy. It reduces competition with surrounding years allowing them to grow faster and bigger (bass don't represent major food source in Ohio). Fish grow their entire life, not like humans who top out by late teen so any reduction in competition help all of them. I see major impediments to bass being poor water quality particularly sediment and carp.
