A new Los Angeles law makes it a crime for drivers to harass bicyclists, and allows victims to sue. Is this a good approach to promote civility on the road?

Yes. Bicyclists are vulnerable road users. And, unfortunately, sometimes people need the fear of a penalty or lawsuit to act civil.

No. Bicyclists can be just as uncivil. If bicycling is so dangerous, why do many bike riders flout traffic laws?

Hard to say. I can see both sides. Can't we just share the road?
