The money would be better spent to create a system in which more qualified people were placed in positions to care for children. Currently the type of people who often work at day cares and similar programs are those people who can't get another "real" job. Society sends the message that "anyone can take care of kids". Maybe so, but not anyone "SHOULD" take care of kids. With all the tests out there - there must be one that tests a person's common sense...or lack thereof. That right there would weed out MANY of the seriously under qualified individuals.
