Absolutely. Some of the hardest-hit areas should never have been approved for development; they flood even during modest storms. With rising sea levels, the situation will only worsen.

Blame Irene, not the planners; it was a once-in-a-lifetime storm, with epic rainfall and storm surges. Can't blame planners and developers for that. Let us rebuild in peace.
