I think installing charging stations would be a great progressive step that sets an example of sustainability. But, I think users should have to pay for the use. The cost per use would recover the cost of the electricity and the installation and maintenance of the charging stations so the net cost to the city would be zero.

NO! The people who bought the electric cars should have the wisdom to make sure they have the charge necessary to go where they want to and then go back home. I do NOT want MY MONEY to go subsidize a flawed and "not ready yet" technology like all-electric vehicles. If the people who buy those automobiles want charging stations away from their home, it is THEM who should pay for it, NOT THE VAST MAJORITY.
