yes, we are teaching trainees to learn to perform to a minimum standard (to become competent) instead of a standard of excellence (mastery)
no, we are ensuring that everyone learns to the same measurable, reproducable standard of performance, instead of this amorphous, unmeasurable term called "mastery"
