Never. Voters approved those bonds for one project. Allowing politicians to shift money can lead to backroom deals without approval from the community.

It should not be a common change, but there are times when some projects deserve funding without waiting.
Often. Leaders shouldn't be hamstrung by bureaucracy when trying to improve a community.
