The makers of the law are neither or have not found out the effect of their decision.Teachers should not be made scape goats. From the past 15 years or so,teaching have been more paper work than teaching.Even the law made teachers vulnerable to students which made teaching in public schools a problem due to lack of discipline. In the nearest future,we shall lack teachers seriously because no one will be ready to take up the job anymore. If a teacher is not productive there must be a reason. Our society today is proned to serious PSYCOLOGICAL,FINANCIAL,MARITAL,SOCIAL etc stress of which this can affect ones productivity negetively.I would suggest MP's should leave their jobs and go and teach for a term and they will see what I mean.
