I work on the ocean, so most of the time a boat captain makes this call. There should be someone like this involved in all field work! I went with a grad student on her own boat out in some of the worst weather I've ever seen. Stupid, dangerous and senseless. Sometimes it's nice to have an impartial third party make the call.
