Sorry, but you can't have both. Cuts have to be made in all departments,some bigger and some smaller, depending on the department. An increase in health insurance by employees is a must. A $3 million increase since 2009 is outrageous. People have to stop running to the emergency room with the sniffles.Emergency Rooms are just that , for emergencies only. If their co-pays are increased it would cut down on the trips to the hospitals.
