Good observation, George. Prices did approach $4 nationally under President Bush. It also retreated to $1.83 by the time he left office.
Under President Obama, the price of gas has started low, risen and remained high.
Consider this. Under President Clinton, oil drilling permits approved increased 58% during his first 4 years. Under President Bush, permits approved increased 116% in his first 4 years. Under President Obama, permits approved DECLINED 36% in his first 3 1/2 years.
More permits approved leads to more wells drilled which leads to more crude oil found which, ultimately, leads to the United States importing less foreign oil.

And what was the price six months before Obama took office? As I recall, during the Bush years, the price did get close to $4 a gal, a number of times.
