Alfonse Cuaron. Directed both Children of Men and Harry Potter & the Prisoner of Azkaban (best of all 8 movies).

Kathryn Bigelow should direct Catching Fire!
She's got a great touch with both action and flash and comedy (Hurt Locker & Blue Steel) and it would be nice for the next film to have a bit of a female perspective on the story.
Alsonso Cuarón would be amazing. Period.
