Where's the question, survey author noting -
Grant a tax refund or lower taxes as other of your respondents suggest - you only offer to spend the tax payer's money on land or otherwise.
STOP SPENDING AND LOWER TAXES - Get it - WE ARE PISSED OFF.

Nice points everyone - As a City Hall employee in Erie - you are right - they DO want to spend your money and do not assess ways to cut your taxes. The only time they want to cut spending is to then divert the savings on new spending.
Look at what Erie charges you for water VS private water companies.
Our rates are higher, then we charge in 3000 gallon increments knowing many use 2600 gallons and will pay for 400 gallons they never used.
Poll us in a non-biased way asking if we'd like to keep the abundant open space as it is and lower taxes.
Heck – if you then lowered Sales Tax, then more people would spend more money in our community.
