I could see a compulsory specific rate for using single drum hits and whatnot, people have really made an art of that and more people could continue to do that guilt-free without 1. ripping off the original artist 2. ripping off themselves with crazy amounts of money being paid for a half second sample that in a lot of cases probably edited beyond recognition anyway, but as far as "compulsory rate for samples under a certain duration", I haven't heard of that yet, that could be a middle way that bridges both communities respectfully.

sampling with out permission is BAD business its imperative to have control over your musical work.with out critical policing this could be the beginning of our end.Think about it.......
