How would you fund the storm water system in Grand Rapids?
A user fee is fair. Properties with more storm water runoff should pay more for the pipes.
A property tax is best. The whole community is responsible for storm water runoff.
Another tax?!? Forget it! If environmentalists are concerned, let them pay for it.
The state should pay for this because the Grand River runs through more than just Grand Rapids.
